Role of the Consortium
Domain names are allocated by the FDS/RDDH Consortium, through service providers. For the whole duration of its mission it is forbidden from acting as a registrar: no request about a name can be sent to it directly (Charter, article 52).
Checks
The Consortium does no prior check of requests, except for terms subject to prior review and restricted zones. It does no prior-rights search (articles 53 and 54). It may carry out qualification checks (articles 56 to 59).
Registrars
Registrars are accredited under non-discriminatory and transparent rules (article 69). Accreditation is not a quality label for their activities (article 70).
Disputes
The Consortium only acts on a court decision or under the alternative dispute resolution procedure run by the WIPO Arbitration and Mediation Center (articles 48 to 51).
See the full text in the Naming Charter. The names of the officers will be published once approved by the Consortium.
