Delegation and governance of .ht

Who manages .ht, since when and under which principles: the manager recognised by IANA and the reference texts.

The .ht manager

The country-code top-level domain .ht (Haiti's ISO 3166-1 code) is delegated to the Consortium FDS/RDDH, made up of the Faculty of Sciences of the State University of Haiti and the Haiti Sustainable Development Network Foundation. Address: 17, 2e ruelle Wilson, Pacot, Port-au-Prince, Haiti.

The domain was created on 6 March 1997. The delegation record published by IANA (taken on 11 April 2025) shows a last update on 5 March 2025. It is available at the official address: iana.org/domains/root/db/ht.html.

Registration services

  • Registry website: nic.ht
  • WHOIS server: whois.nic.ht
  • RDAP service: rdap.nic.ht

The domain is served by three name servers run by different operators: a.lactld.org, ns-ht.nic.fr and pch.nic.ht.

History of the delegation

  • March 1997: IANA delegates .ht to an operator working under informal arrangements, as was then usual for country-code domains.
  • 2002: the Consortium FDS/RDDH asks for redelegation. The Haitian government, through the Ministry of Public Works, Transport and Communications, recognises it as the appropriate manager.
  • November 2003: agreement between the Consortium FDS/RDDH and ICANN, in line with the principles of the Governmental Advisory Committee (GAC).
  • 13 January 2004: IANA report concluding that .ht should be redelegated to the Consortium FDS/RDDH, under government oversight of national policy interests and ICANN's technical coordination.
